Programming add-ins for Outlook Express

Hi,
I need to make a email filter for Outlook Express.
I know that there isn't a open API or any COM object to do it.
I only found the PGP code that creates a plugin in OE subclassing all
the windows and doing some staff there.
So, I have some questions:
1) Is this the only way to make a plugin in OE?
2) How can I walk the email folders and move emails from one folder to
another?
