How do I get the Summary Progress Bar to display inside the Summary and not
below. I am trying to get it to look like the Task Progress Bar.

Change the shape of the progress bar. The summary bar is drawn "at the
top" of it's row and the progress bar you have likely is drawn for the
'middle' which is just below the 'top'. Click the Shape drop down for
that bar shape and change it to the 'top' and it should work.

I tried you suggestion and the Summery Progress Bar is not visible because
it is placed behind the Summary Bar.

Cut that line and paste it below the summary bar line in that dialog.
Bars are drawn from the top down so bars lower in the dialog are shown
on top.
