Project '03 Hanging Issue

When I start up Project '03, the application goes to a hanging hourglass.
When trying to open a Project file, I get the message "The command is not
available in this situation. A command in macro may not be available for
this particular view or for the item selected." The only option is to click
"OK". I get the same message when trying to open any other menu. I have
uninstalled Project Standard and reinstalled Project Standard. The results
are the same. All other Office '03 applications work as normal. I tried
looking in the Microsoft KB, and other sites, and have not found an answer.
If anyone has a thought of what to try, I would appreciate any input.

If its a macro problem, try opening the file whilst holding the shift key
down. This prevents auto-open macros from running.

I tried holding the shift key down while opening a file. While I did not get
the message about macros when trying to open a file, I did get the message
about macros when trying to use any other menu without holding down the shift
key.
I should have clarified on the original post that when running Project '03
from Start/Programs/MS Project, the hanging hourglass comes up and the screen
which details the application name and version (Project 2003 Standard) stays
on the screen. The application cannot be closed by using the red X in the
upper right hand corner of the application window. The user must go to Task
Manager and close Project down from there. I still don't understand why
Project is not working even after an uninstall and reinstall of the
application. Any other input would be appreciated.
