Project 2002 error1933 on loading to Tablet

Project 2002 will not install >>>
States it cannot update windows protected file
some resolutions on the khnowledge base suggest finding
fpencode.dll on the project 2002 cd and copying to the
msshared directory - this did not work.
need some input. cannot find other resolutions on
technet/knowledge base
