We have the same issue. After a lot of trial and error,I
discovered the DLL that everyone needs RIGHT access to.
The first thing you need to do is to give everyone Read
access to the WINNT folder and the System32 folder.
Under the system32 folder give everyone Read access to
the MSVBVM60.dll. This should do the trick.
