Project 2003 and WSS Site Creation

I am unable to create a WSS site for a project in Project
Server 2003. This project has been published using MS
Project Professional 2003.

I go to manage Windows Sharepoint Services and manage
sites but the "create site" option fails. I also tried
to "Edit Site Address" to link to an existing site, but
this failed, too.

How do I create a site in this case?

I get an "Error occurred when creating site. Site does not
seem to exist." message.

It seems that I had this problem about 6 months ago where
a MS tech had me edit a row in SQL Server to clear up this
problem. Unfortunately, I did not record the steps
involved.

Please let me know if you can think of anything to solve
this problem.
