Project 2003 Service Packs

I am trying to verify via a remote program whether a Project 2003 Service
Pack has been installed and which one. I look at the file winproj.exe and
if the version is 11.0.x.y I assume it is RTM. If it is 11.1.x.y I assume
it is Service Pack 1. Would it be accurate to generalize and that 11.N
would be Service Pack N.
