Project 2007 Setup not installing Office 2007 SP1 from Updates fol

I am running Project 2007 Standard setup - using a custom MSP file - and have
added the Office 2007 Service Pack 1 MSP files to the UPDATES folder under
the Project 2007 install source directory structure.

After Project 2007 setup runs, however, Office 2007 Service Pack 1 has not
been installed. Any tips on how to resolve this issue would be appreciated.
