Does the new task inspector tool work across MS Project Enterprise (all
projects on the enterprise server) or is it limited to the schedule you are
currently working in?

Probably the schedule you're working on - although you could always create
a series of fields which roll up flags at the Enterprise level for the issues
that the Inspector identifies.

You also have a Warning field, which could in theory be rolled up to an Enterprise
dashboard.
