I don't think that version 98 is any longer supported on the Microsoft site.

But you could find something interesting on the eBay auction site.

98 SR-1 never was a download, you could get it from Microsoft as a CD
But I have my doubts as to whether it is still supported.

General support ended in the middle of 2003 (june or july I think) so there
is no support for it.
You can probably find a copy on ebay.

I found some Project 98 SR-1 CDs on eBay,
but I doubt that anybody will be selling
just the SR-1 update itself on CD-ROM.
It's not on MS's web site, and the link that
supposedly takes you to the purchase screen
has been redirected to take you all the way
back to the Office home page.

Not very helpful, Microsoft. Looks like
somebody needs to review the Project 98
home page links.

Another thought is that you might find the SR-1 update
on an old MSDN CD-ROM somewhere, if you
know anybody with an older MSDN library set.

Products have to be retired at some point. Project 98 actually came out
in 1997, which means it's now over 7 years old. In the computer
industry 7 years may as well be going back to the stone age. Try finding
a 5 1/4 inch disk drive or the upgrade disks for DOS 3 to 3.1 <grin>

The SR-1 is a self-contained full version not a patch.
So yes, the CD is worth it!!
