Project Center > I don't see the New, Actions, Go To drop down men

I have all the access in MS Project Server (Executives, Team Members,
Portfolio Managers, Project Managers, Resource Managers, Team Leads,
Administrators), but when I login > Project Center > I don't see the New,
Actions, Go To drop down menus.

2) When is open a project, it is not editable. No one uses Project Server
at our company, and I am just starting to use it. Any good Step by Step
tutorial (Book) that you recommend?

Faire, that is because in one of the groups you are assigned to it explisitly
denys the access. Only assign the security groups that you need ( e.g. only
project Manager) than you should see these functions.

I suspect that someone has hidden the Menu bar on the Project Center page.
Why anyone would do this is beyond me! Here's how to make the Menu bar
reappear on the Project Center page:

1. Log into PWA with administrator permissions.
2. Click the Site Actions menu (upper right corner of the page) and click
the Edit Page item on the menu.
3. In the Project Center web part, click the Edit pick list button and
choose the Modify Shared Web Part item on the menu.
4. In the Project Center sidepane on the right, scroll to the bottom and
expand the Project Web Access section.
5. Select the Show Menu Bar option and then click the OK button.

The Menu bar should now reappear.

6. In the upper right corner of the page, click the Exit Edit Mode button.

Furthermore, in your first question you state that you are a member of EVERY
security Group in Project Server 2007. This situation is absolutely
unnecessary. If you are a member of the Administrators group only, you will
have God-like permissions in the system, and will be able to see every
project and every resource, and perform every action. So, I would suggest
that you remove yourself from every Group except the Administrators group.

To answer your second question, I think you would be in very good shape if
