Project Centre View slow to load

I have a number of clients in the financial industry who depend on Project
Server.
Most of these clients are using PS2003 web access.

The common problem I hear amongst them all is "The Project Center view is so
slow! Can I just have the page load up with nothing in it until I do a
Search/Filter?"

Is this possible? Also, has anyone been able to put paging into the grid?
The project count I'm contending with on the low side is ~3000 and >10000 on
the high side.

That is an acceptable option; only thing is, can you give me some pointers as
to how I would go about doing each one?
