Project Error Message with Resource Pools

Does anyone know what the below message means:

The operation cannot be completed because the source file contains invalid
data or the total number of rows will exceed the limit of 1048000 rows
allowed in the project.

Validate the data in the source file, insert fewer rows, delete rows .....

There are 30 linked files and the total does not exceed the limit.

This symptom may occur if the following conditions exist:
1. You save a file that is password protected.
2. You save the file again by using a different name, but do not password
protect the file.
3. You save a password-protected document again after you remove or clear
the old password.

This issue also occurs when a password-protected Microsoft Project file
(*.mpp) is saved and published to Project Server. Due to the password
protection, the project file becomes corrupted.
