Project Failed to Open

I'm trying to connect to Project Server 2003 using Project Pro 2003.
I have my connection string and it tests successfully:
http://localhost:8083/ProjectServer

However, when i set this up with a Project Server account and password and
try connecting, i get a: "Project Failed to Open because it has been closed
down. Please try your request again or open Project before trying again"

I can connect to PWA with the id/password used above. The id/password is
part of the Administrators group.

I've tried uninstalling and reinstalling Project Pro 2003 and get the same
message.

Any ideas on where the hangup is? since i can connect via PWA and Test
Connection works in the Project Server Account Setup Tool?
