Project Indicators - Red, Green, Yellow indicators

Hi,

How do I set this up?. What are the different ways to set this up?

For example:

1) I have the project 15% over-budget, how do I set this up within Project
Server?
2) I have task within a project that is exceeding certain number of days (3
days as Threshold), how do I set this up?
