Project Manager with full persmission on WSS Project Workspace

I am using Project Server 2007. When a project is published a SharePoint
workspace is created.
By default the project manager has contribute access. Is is possible for the
Project Manager to get full control of the workspace on publishing of the
Project.
As of now the Project Manager cannot add users that are not part of the
Project Team to the workspace.

You cannot change the default permissions of Project Managers on Project
Workspaces. If you attempt to make permission changes on the default groups
and provision a new site template, the permissions changes will not come
accross.

The only way to make it automatic for PMs to have enough rights to add users
is to make them Web Administrators. This is done by enabling the global
permission "Manage Windows SharePoint Services" for the PM group. The
downside is it will give them Web Admin rights on all project workspaces,
not just their own and will also give them rights to manage WSS in PWA.

I have not checked this in the 2007 version, but in 2003 you used to be able
to work around this, by adding users to built-in sharepoint groups, and not
the custom Project Server groups (the ones that had (Project Serve or
something like that next to them). Project Server only synchronized the
membership of the its own groups, so even though you need to manually manage
the security if you want different permissions than the default, it is
possible this way.
