Project open problem - Project server 2003 and Project Pro 2003 client

When a project is published into the project server for
the first time, I close the project. the status of project
stays checked-out. but I can not open it again.

From web access, I check-in the project, still can not
open it from Project Pro client though I see the project
in open file window.

All give the same message:
Project Server was unable to find the specified project.
Check the project name and version. If the problme
continues, contact your server administrator.

note: in case this problem be related to: when connecting
project server, we had problems of character set and we
have been over it by some work arounds.

This problem should not happen, please help me.

I, somehow, found the solution: characters in the project
name.

If you have come over some character set incompatibilities
while connecting to project server, you should not use
characters in the project name (while publising) that can
create conflict in those character sets.

In our case, that was "I" creating the problem. The maping
of "I" from Turkish to English must have failed
somewhere...
