There is no default method to generate the notifications you seek. It might
be possible through custom software development. You might want to ask this
question about software development in the
microsoft.public.project.developer newsgroup. Another alternative is to
entirely lock down the baselining process and to disallow members of the
Project Managers group from baselining their projects. Instead, an
individual or a team of people (such as in a PMO) could be added to the
Portfolio Managers group, and they would handle all baselining activities.
