Project Renaming Utility

Has anyone installed and used the Project Renaming Utility from
Microsoft?
I tried to install and run it, and wasn't successful, and got the
following error message: "Server did not recognise request".

I have followed all the instructions, used a user id with sufficient
access (i.e. administrator) and no permissions has been denied.

Does anyone have any experience using this tool?

Yes,
I have installed and configured it properly, but after renaming a
project with the tool, it will not open from Project Web. Does anyone
have any thoughts?
