Project Server 2002 - subwebs not being created

For any new project, we receive the following msg when attempting to access the associated project's subweb to view the document library.
"A SharePoint Team Services subweb needs to be created for your project before you can share project documents or track project issues. Subweb creation takes a few minutes, so if the project was just published, wait a few minutes and then visit the page again. Otherwise, please contact your system administrator."

We rebooted the server, republished the project, but the subweb still hasn't been created. This is true for several new projects. Suggestions?

Have you run the Windows SharePoint Wizard, it sets up the WSS server with the project template. You can find this on the setup screen of the Project Server 2003 CD it is right above the Project 2003 install link.
