In Project Server 2002 can you give a group of users View
Only access to the enterprise projects in MS Project. I
want them to be able to open the actual project, not view
through PWA.

I'm confused with what you want exactly. How can they open a project if
they can't see it? Please elaborate on your specific needs. Thanks.

If you want users access to open projects from the client application (Project
Professional) then you'll need to give them the proper security within Project
Web Access. Generaly the only users able to open projects from Project
Professional, is Adminirator, or Project Managers group.

It's up to you whether you want to give this user that much power.
Generally people that are a memeber of these roles must go through Project
Web Access to view the project.

I would recommend looking for various white papers regarding Project
Server security, as it would be very helpful for you.
