No, simply put,
Project Server 2007 is compatible with MOSS 2007/WSS3.0 only.
Project Server 2003 is compatible with SPS2.0/WSS2.0 only.
Project Server 2007 is compatible with MOSS 2007/WSS3.0 only.
Project Server 2003 is compatible with SPS2.0/WSS2.0 only.

I have read that it is quite possible to have Project Server 2003 installed
on the same server as WSS 3.0. i.e. that Project Server 2003 users can
upgrade their WSS 2.0 installation that is snyced with Project Server 2003
to WSS 3.0.
I think there is a KB article on this in fact.

Project Server 2007 and WSS 3 can co-exist on the same server and WSS 2.
this scenario assists migrating between 2003 and 2007 on the same server.
PS2007 however cannot make use of WSS2 and PS2003 has not been tested and is
not supported with WWS3.

Do you have detailed instructions or an install guide you could
share? I am having a lot of difficulty standing up PS2007 with an
exisiting MOSS implemention.
