Project Server 2003 connecting to SharePoint Server

On the Manage Windows SharePoint Services page, when
trying to establish a connection to the Sharepoint server
which is on a different server, I receive the message:

"Project Server cannot connect to the specified Web
server running Windows SharePoint Services. Please check
the HTTP protocols and the port numbers in both URLs"

Both URLs have been verified before trying to save the
page. I am using http, not https.

Check to make sure that the ProxyCfg settings are correct
and that the account that you are using is a domain
account and is a member to the local admin group on both
servers.
