Project Server 2003 Issues List

We are running Project Server 2003 and are only seeing a few people in the 'Assisgned to' list for issues. Anyone know why we cannot see everyone in this list? The few persons in this list range from project managers to a couple of team members but the majority of persons are not selectable

Jeff:

The list populates with resources who have assignments in the project. Give
them assignments and they'll display in the list. If you have resources that
have assignments and don't display in the list, you may have to synchronize
your subweb for that project. Do this in Project Web Access from Admin >
Manage SharePoint Team Services > Manage Subwebs.
