Project Server 2003 Project Prioritization & Leveling

Is there a way to have project server automatically level across projects based first on overall project priority? I have setup 2 very small sample enterprise projects (both with the same start date) both with the same duration and assignment of the same enterprise resource. I would expect project server to adjust these projects in order of priority as having both start at the same time would cause resource overallocation (100% on each project). Is there any other way of controlling this or configurating this without a) adjusting the project start dates in each project, b) adjusting resource utilization in each project

You can set resource leveling to automatic, but if you choose to do so, I
believe you will be very unhappy with the results. Before doing so, you can
set the Priority number for the project by clicking Project - Project
Information and setting the Priority number between 1 and 1000. A Priority
of 1000 indicates the highest priority possible for the project and prevents
Microsoft Project from leveling the project against any other project.
Lower priority projects are delayed the most while higher priority projects
are delayed the least. To turn on automatic leveling, click Tools - Level
Resources and select the Automatic option in the Leveling calculations
section of the dialog.

WARNING: When you set leveling to Automatic, Microsoft Project Professional
will level the overallocations in every project automatically, and will even
do so at the very moment that you overallocate a resource. When the
software performs a leveling operation, it can do only two things to resolve
the overallocation: delay tasks and split tasks. Therefore, do so at your
own risk. Good luck.
