Project Server 2003 Share Point Services Issue

Hello All,

Its on MS Project Server 2003 SP3 & SQL Server 2000 SP4. Project
Server and Share Point Services are running in a server and SQL on the
other server. Issue description is below.

1. Logging on the PWA in IE shows below error message under Issues &
Risks sections

There is a problem establishing a connection with the Web server
running Windows SharePoint Services. Contact your system
administrator.

2. In PWA, Under Admin -> Manage Windows SharePoint Settings - Site
Provisioning Settings, it does not show the Site Template it used to
show early in the drop down list.

3. New Projects Created, doesn't show up WSS Workspaces created

4. When I try to create site manually for those new projects without
workspace/subweb, it shows error

Error occurred when creating site. Site does not seem to exist.

The service account that we use to configure Project Server and Share
Point is not locked out. The password of this account has never been
changed during to my knowledge. Can you please help me to find out
what has caused the issue and how to fix this? Am aware of recreating
or updating the COM + Components, but wanted to make sure the
solution. Also running proxycfg on the web server gave the result
saying no proxy been configured.

Direct access (no proxy server).
