PS2003 has a .pdf guide available for download. Is there an
equivalent available yet for PS2007?

Not yet, and I don't know when will be released. Our company is in the
process of writing two books on Project Server 2007, one for project
managers and one for administrators. We don't have a firm release date for
either book yet. Hope this helps.
