Project Server 2007 allows project name to be added as line to timesheet

My resources can add a line which is the Project/plan name. The task
name appears as "Top Level" & if not spotted, once approved it totally
screws PS as it is not an actual task.

Can you disable this function so resources can only add actual tasks
to their timesheets?
I am an engineer that has the uneviable task of trying to support a
small group of people using PS 2007 & MS Project 2007. I do not have
any access rights to the IT server to perform SQL functions so any
help would be most appreciated.
This last occurance took nearly two weeks to find the offending
timesheets & totally screwed up MS Project to boot.
