Project Server 2007 - Custom View using RBS

Is there any way that you can do a partial search or use a wildcard when
creating a resource view. It appears that you have use "equal" or "not
equal" operations only, and this makes it more difficult to select just a
business unit or division.

Unfortunately, in Project Server 2007 you cannot use wildcards in filters.
