Project Server 2007 Installation Problem

When running the Sharepoint configuration wizard and trying to specify
database settings I get an error 'Failed to connect to the database server or
the database name does not exist'
I have a separate application server and database server. A domain account
has been created for the application server to access the db-this has been
given dbcreator, securityadmin and sysadmin rights. It's this account and
password I'm specifying in the connection settings page.

Are you using SQL 2005? If so, check that remote connections have been
enabled.

just taking a stab at it.
Whenever you are trying to specify connection, do you specify the domain as
well in the account details. Say domain service account is svc_project.

In connection details do you specify the domain as well such as
domain\svc_project
