Project Server 2007 - Issues and Risks owner

While creating Issues/Risks in project server 2007, any one can assign the
owner.That is anybody can open the Issue/Risks and change the owner. Whether
it is possible restrict thst? Make it as a not editable one.

Arun:

Anyone who is a contributor to the site can create issues and risks. If you
don't want people to be able to do this, you need to set them up as readers.
This kills the collaborative value of the site.
