Hi,
Each project Issue list having an option in List Setting, we can save the
list as template. How can I apply the saved issuelist template to other
project issue lists.

You'll have to manually upload the template to each site and then create a
new list based on that template. The old Issues list must be deleted first
so if you have issues, you need to export them to excel and then import them
back into the new list.

Or you can make the whole site with the new issues list the default
workspace template for all future workspaces. This will not, however,
propagate to pre-existing project workspaces.

There is no easy solution as you can see.
