Project Server 2007 resource management

Hi,
I am using project server 2007.One resource is working in more than one
project.He has the assignment for 8 hours per day. That is he is fully
occupied.If try to add him in another new project, it is accepting. Is it
possible to restrict this. If he already have assignmens for that day, it
should not accept new assignments.If possible, how can I do that?

Project does not prevent this as it would cause merry confusion if it did!
It is up to the Resource Manager to control who is available when and the PM
to schedule accordingly. I guess the solution is therefore process and
people.
