Project Server Accounts can access Issues and Risks

My users with Project Server Accounts can create and edit Issues and Risks.
Project server documentation states that only domain accounts with windows
authentication will provide read/write access to issues and risks. Why would
this be?

Jim:

It's possible if they're already logged into a Windows network and their
native domain rights give them access, or if they're using local logons to
the server where SharePoint is running that give them this right despite
Project Server's inability to pass a correct authentication.
