Project Server Admin rights

I dont think your installation proceeded correctly. PMs at
my organisation have not been given admin rights anwhere
(local / server / within project) and are able to publish
projects.

I suggest that you review the chm file on the install disk
(if you follow the instructions exactly the install works)
