Project Server cannot merge an enterprise resource account into another account

I've deactivated PWA users and removed them from all projects.

I'm trying to merge PWA users and getting this message:
"Microsoft Project Server cannot merge an enterprise resource account into
another account"

It can't be found in the MS Support site.

Does anyone know what it means?
