Project Server config clone how to

I have a quesion
I need to clone 1 Project Server, but only its configuration, without
projects and users. Only config and custom fields.

I've done such operations but only for the whole cloning, not by parts.
I understand that Backup/Restore will help, but I assume I should exclude
some components when restoring.
Please help with choosing the components for such restoring on another server.

If this is Project Server 2007, use the playbooks.exe tool in the Resource Kit.

I agree with Ben. That being said, there are some quirks in the Playbooks

I've heard of other quirks as well, but that should get the job done.
