Project Server Database Open Problem

In our test environment I function as the administrator. I
have created new server logon accounts for enterprise
resources in our test. After completing setup, the
resources can access their web home page. They were setup
so that when they initiate MS Project, they get to the
window that asks if they want to log onto the server
database or My Computer (the non-server desktop
application). The My Computer version works fine, but if
they try to access the enterprise server version, they get
the following message:

"The Microsoft Project Server database is unavailable.

You can't access the database for one of the following
reasons:
There is a problem with the enterprise global template in
the database.
You don't have sufficient permission to acess the
enterprise global template.
...."

I assumed permissions were at fault (the person was setup
as a team memeber) so I changed them to a Team Lead. Still
no luck. I then changed the Team Lead permission to "Read
Enterprise Global" (that previously was turned off for
Team Lead). Still no luck... Myself and others setup as
project Managers work just fine. What am I missing?

I believe the problem is being caused by the fact that your resources are
not in the Project Managers group in PWA. The Project Managers group has
permission to log into Project Server, but the Team Members group does not.

Now, my question is this: Why are your team members using Microsoft Project
2002, anyway? Shouldn't the use of that software be reserved only for your
project managers? Hope this helps.

These are not Team Members, they are Team Leads. In our
organization, Team Leads function as Project Managers in
many instances. As my e-mail indicated, I changed the
permissions to allow the Team Leads to open and save
projects, as well as allowing them to read enterprise
global. This plan and the resources were setup in PWA.

Any thoughts?

In your organization, if the team leads are functioning like project
managers, then the simplest solution would be to put them in the Project
Managers group in PWA. This would allow them to use Microsoft Project 2002
the way you want them to do. An alternative would be to create a custom
Group in PWA, based on the Project Managers template, set the permissions as
you wish, and then include all Team Leads in that new Group.

Followup question: Will the team leads be receiving task updates from their
team members in PWA? Or will the project manager be responsible for
receiving and processing task updates in PWA? Hope this helps.

The Team Leads will be receiving and processing task
updates. I will set these people up as Project Managers.
However, I thought that through permissions I could modify
Team Leads to be close to Project Managers, but with a
litle less authority. The various settings make it appear
more tailorable than it actually is. I'm still not sure
why, having changed the settings, the permissions don't
react as expected. However, undestanding that to be the
case, establishing them as Project Managers will work just
fine.
