Project Server Enterprise features in SBS 2003 Premium -- & PWA access

Do you know for a fact that SBS does not support enterprise features?
I believe they are required to be on for project server to communicate
with projects local client.

I got this question presented to me, and I'm not sure of the correct
answer.

I have seen a statement that Enterprise features in SQL are not
supported on Windows Small Business Server 2003 Premium, in "Project
Server 2003 Install on SBS 2003.doc" -- but I don't know if that
applies to the Enterprise features in the Admin section "Server
configuration" of Project Web Access.

Whether I turn them ON or OFF, access to PWA via Internet is not
available via http://domainurl/ProjectServer -- it gives a "You are
not permitted to access" page, saying my IP address is on a list of
excluded addresses. I also tested turning off the firewall, and that
didn't help.

So, two questions:
1) are Project Server Enterprise features supported in SBS 2003, and
are they required?
2) what could be the cause of restrictions on PWA access via Internet?

No it shouldn't, the Enterprise features check box defines whether you use
the Enterprise Global Template, whether you have an enterprise resource pool
etc. These peices of functionality are alive and well in SBS2003.

Accessing PWA from the internet is a whole different game, and not something
I am qualified to comment on.

Enterprise features for SQL sounds like it refers to the Enterprise
Edition of SQL server, which is very different from the Enterprise
features in Project Server. Enterprise Edition of SQL is not required
for Project Server, and if you don't know what features it offers,
than chances are very slim that you'll ever miss them: Things like
clustering support, dynamic report delivery in Reporting Services, &c.
So, two questions:
1) are Project Server Enterprise features supported in SBS 2003, and

No first hand knowledge, but I'll go with along with Ben Howard's
answer.
2) what could be the cause of restrictions on PWA access via Internet?
If I recall correctly SBS 2003 has more security settings enabled than
a standard Windows Server. Take a look at the settings in Routing and
Remote Access or check to see if ISA is installed. Look around for
places where there might be IP address restrictions in place. The
event logs on the server might give some hints as well.
