Project Server error: Microsoft JScript runtime error '800a138f'

Using MSP2003ENT SP3

Had a Project Server Hard drive crash, replaced drive:
1. Copying the entire drive contents
2. Restarting services
SQL server starts up. Sharepoint services starts up. I know that because I
can access the sites individual for each of my old projects. The only thing
that won't start is PWA. Project Server's IIS root is on this drive as well
as the SQL server. I keep getting the following error out of the browser:
Microsoft JScript runtime error '800a138f'
'this.oResMgr' is null or not an object
/ProjectServer/Library/LocalizedStrings.asp, line 44

In the past, the only solution we've seen to this problem is to reinstall
Project Server. Backup your databases, do a clean installation, and then
restore your databases over the new ones. You may need to manually connect
your SharePoint sites to complete the reinstall.

Thanks for your help, I was trying to avoid the inevitable (re-install) but
in the end that is exactly what I had to do and all ended well. Thanks again

Hello Reuter,

Okay. You may consider the reinstalltion of Project Server 2003. But
for me, it looks like permissions issue. Have you add the users AD
group or individual user names to the \Program Files\Microsoft Office
Project Server 2003 folder? To troubleshoot this issue, add your user
name and open the new browser and try to access PWA.

I'm sorry I should have mentioned this in my last post; I did in fact do a
re-install which fixed my problem. I do appreciate your input on this....
