Project Server not publishing assignments

Hello All,

I am creating a large project plan, about 6000 task lines.

I am not using a name resources but rather Dev for Developer and
assigning the units to 3100% as I have 31 developers. So Dev is a local
resource that I want to use along with others. I was getting "The
manager cannot create the resource account (0X8C040017) Spooler
Error... I looked this up and found that I needed to change the work
group from default to none. Project Server then initially published the
whole plan. Now that I went in and made updates, in the indicators
column, I can see an envelope with an ! and it says that the status has
changed and to click on Publish>new create assignment and update them.
It doesn't work.

Any ideas?

If all your resources are set to workgroup none, then there's no assigment
information to publish. What you probably want to do is create generic
resources in the Enterprise, rather than local resources.
