Project Web Access comes with Project Server. You will need to purchase
Project Professional separately.

Don't forget that you will need a SQL Server license (Enterprise edition if
you wan to use the portfolio analyzer) and of course a Windows Server license
as well...

You must purchase a license for Project Server
You must purchase a web access CAL for each user who will use Project Web
Access but will not have a copy of the Project Client license
You must purchase a Project Client license for anyone who will manage
projects or administer the system

All this in addition to your Operating system, Office and SQL licenses.
