Project Server PWA on Sharepoint 2007 Web Parts Error

I inherited an install of sharepoint 2007 that has project server integrated.
However there is an issue that when you go to the project server pages you
get an error that the web part failed. This is all web parts, including
areas like under site settings|gallery|web parts. The general error is a Web
Part Error: Contact your sys admin (me!).

Has anyone seen this issue? I am a new to sharepoint and project so I am
struggling with finding a solution to the problem. I turned on the stack
trace error in the web config and that gave me very little additional
information. Here is the error in full:
