Project Server setup Question

OK - have posted mostly in SQL groups, but have a Project Server question -
here's the situation:

We would like to deploy Project Server for the IT Department - several
different departments in IT - CIO (the exec level) - department managers
(NetOPS, Development, Support, Help Desk, etc) - everyone in their own
repsective departments are basically Project Managers and handle their own
Projects. So basically - here was my thoughts on how to set up:

SITES - a seperarate Site for CIO and each department (ie, ....pwa/CIO,
.....pwa/NETOPS, ...pwa/software, etc)
Templates for each site for uniformity of look and web parts (Project
Center, team Discussion, etc)
When someone creates a Project in MSOffice Project 2007, they create a
workspace under each respective site (ie, ....pwa/Software/Project 1,
....pwa/NETOPS/Project 1, etc)

This way I can control Permissions and prevent someone at the Help Desk from
seeing or altering Projects in the Software site, while still allowing
Department managers to see all the Projects in their respective departments,
and allowing the CIO to see everything.

My problem is this - Deliverables or a Custom List. I would basically like
to have a Deliverable for the top level task of each Project be in a Central
Deliverables List for the CIO - but since Deliverables don't seem to roll up
any higher than the workspace (not to other sites) - how could this be done,
or is there an alternate way to do this? Basically I need the usual quick
Dashboard how are all the Projects./Issues/Risks doing at a glance for the
CIO.
