Project Server SP1 - Queue Service wont start

Hi - After installing SP!, Queue and Eventing services wont start - I have
seen similar posts which say the anwer is to enable internet access but this
isn't possible on the box in question. Another post said to change a queued
item to point to an internal web site certificate but I'm not sure how to do
that - can anyone help me.
