Project Server users sync to WSS

From what I have read, every time a project is published (is this only the
first time) the users should sync in project server and WSS. I have a user
is a 'reader' in WSS but is actually the owner of the project in Project
Server 2003.

The owner is published to Project Server 2003 via a custom API.

I am looking to 'sync up the users' each project as they are created. Is
there a xml string to perform this? I want to duplicate the actions of the
syncupusers.asp. Is this possible?
