Project Spooler Errors - Can't update resources

I have a number of users who get the following error when
publishing changes to a project to the Project Server:
"The manager cannot create the resource account
(0x8C040017)"

Any ideas on what might be causing this?

Thanks, Dale. I've looked at the referenced page but the
resolution is giving me trouble. on step 3 where you say
to double click on a resource - nothing happens - you
an't double click a resource. If I just choose a
resource to open then there is no General tab and no
Workgroup nor email value to manipulate. I'm sure I've
missed something somewhere.
