Project Uninstall: Pjviewnotify cannot be stopped?

While trying to uninstall Project Server the pjview notify service cannot be
stopped. I can stop other services with no problem. Anyone got an idea as to
what may be causing this.

Is it trying to process a bunch of xml files in the viewdrop folder when
you're trying to stop it?

I just disabled the service and then uninstalled and it went through with no
problem. But still don't know why it was doing it.
