Project Web Access Tables losing sync

out of nowhere, our project changes have stopped
propagating into the web access views. a few things to
note:

project server 2002/project pro

dbo user on project server db has no login acct
associated with it (and there's no way to assign one to
it)

viewdrop permissions seem to be set correctly

i'm pretty sure this is a permissions issue...is there
any way to force an update to the PWA tables? or re-set
permissions to default?
