Project Web Access To External Users

HI

I am working on an EPM implementation for a company which has users out of their LAN (out of their country as a matter of fact), and those users need to fill their time sheets and submit as a normal user within the LAN, keeping in mind that VPN Connections are difficult on the country outside the LAN, how can I address this requirement
